Legal Mandate
The Centre's authority to operate, manage property, and provide conference facilities is established directly in Tanzanian law — not just institutional practice.
The mandate of the Centre is based on the Establishment Order 1978, made under the Public Corporations Act No. 17 of 1969 and published through Government Notice No. 115 of 25th August, 1978.
The AICC was established to manage and control the headquarters' complex of the defunct East African Community and all other premises and lands in Arusha which belonged to the defunct East African Community, and to provide facilities and services on the complex for conferences, meetings and seminars.
On 19th March 2014, the President signed the Establishment Order (Amendment) 2014, which added the Julius Nyerere International Convention Centre (JNICC) to the list of properties of the Centre.
Roles & Functions
Control and manage the specified property.
Control and manage any other premises or property which may be vested in the Centre.
Provide facilities and services for conferences, meetings, seminars and similar activities, and promote their use.
Establish facilities necessary for a conference centre and provide related services.
Encourage and assist local and international organizations to establish offices or carry out activities on the premises.
Provide office and residential accommodation for use by local or international organizations.
Provide facilities and services for organizations establishing offices or carrying out activities connected with their affairs.
Act as agent to corporations, companies, firms or other bodies providing similar or complementary services, within or outside Tanzania.
